The Norwegian Red Cross is a member of the world wide Red Cross and Red Crescent Movement, the world's largest humanitarian organization. Their international work is focused on humanitarian preparedness and response, and is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality. When a crisis occurs the need for real-time information is critical to make operational decisions and save lives. The Red Cross and Red Crescent Movement have more than 17 million active volunteers worldwide working to strengthen their own communities. The Red Cross have decided to develop a new system; Community based surveillance, which will enable the Red Cross Movement to respond to, detect, and eventually predict disease outbreaks using state of the art technology.
Why join the Community based surveillance (CBS) project?
You will develop a platform that not only will help the volunteers in the field to inform local and global authorities about disease outbreaks such as Cholera, Ebola and Plague, you will use your expertise to save lives. You will work side by side with volunteer developers and technologists who dedicate time to create a system that will take information within the organization to another level. The project is highly prioritized within the Red Cross and the platform and operations will in 2020 be handed over to the International Federation of Red Cross and Red Crescent Societies. By joining the project, you will work closely with Microsoft and Microsoft technologies.
The purpose of the technology lead role is to ensure technology choices are made and development of the platform is done according to best practice and standards, adhering the project principles and Red Cross Red Crescent codes, rules and regulations, as well as legal and ethical requirements. You will be responsible for development progress, quality assurance and ultimately ensuring that the CBS platform is developed, put in operation, and made available for the Red Cross Red Crescent Movement in a sustainable manner. You will be working with, and leading a team of volunteer developers, to deliver an open source web application based on an event-driven, microservices architecture.
The CBS technology lead will:
- Lead the technical project management of the CBS platform (https://github.com/IFRCGo/cbs)
- Support and lead the volunteer core team
- Support, maintain and develop/grow the developer community
- Develop and implement a strategy for sustainable operations, maintenance and user support
- Manage relations with external technology partners, stakeholders and vendors
- Coordinate and liaise with internal partners, stakeholders, especially IFRC ICT, IM, legal teams
- Risk management: ensure data protection by design, buy in and ownership from relevant stakeholders
- Develop and implement effective tools for system monitoring and evaluation. Contribute to evaluations of operations. Implement lessons learned.
- Ensure coherence with other relevant policies such as gender, corruption and fraud, etc.
- Provide technical support during operations and for training purposes
- Coordinate closely with Movement partners and promote a coordinated approach
- Participate in (inter-)national conferences and working groups related to area of responsibility
- Represent the Norwegian Red Cross nationally and internationally when required
As the CBS technology lead you will become part of an international team and community working to deliver a technologically advanced and relevant solution for CBS to most at risk communities.
The ideal candidate
Need to have:
- Proven 4-5+ years' experience in management of technology development
- Proven developer experience
- Master/Bachelor of Computer Science or equivalent in relevant area
- Leadership skills
Experience within:
- Software architecture and design – preferably Microservices, Event Driven Architecture/ Domain Driven Design
- One or more of the technologies used today: ASP.NET Core, Angular CLI, Cosmos/Mongo DB, Kubernetes, Docker, Git
- OSS experience
- Object oriented programming in C#
- Modern application development frameworks
Nice to have:
- Experience within:
- NoSQL databases
- Deployment solutions, scripting languages
- Preferably knowledge of Red Cross Movement
